On November 14, Junichi Masuda, a director of the Pokémon games, tweeted an Amourshipping fanart. Sure, the gameShoko, the host for the Pokémon Smash!, Sunday, and Pokémon Get☆TV, also tweeted this. This more or less shows that the official staff, game or anime, support SatoSere. Or, it could be seen as simply an acknowledgement and that they are just neutral about it. But there's no way they're against SatoSere.
Take that fact and combine it with this article:

The article basically says that he listened to the fans to become inspired for the new ORAS games, especially when he joined Twitter. So, this means that the Japanese anime staff could very well be listening to the fans about the show as well. Obviously, there are many Amourshippers in Japan.
It is likely that the fans wanted some romancy love interest in the anime. The writers listened, and that could be where Serena's crush on Ash came from.
If the fans scream "SatoSere", then that's what they will get. So even if the staff themselves are only acknowledging and are simply neutral, don't forget they listen to the fans. This generation is all about giving the fans exactly what they want (aka fanservice, but that's too harsh of a term to use). In some ways, that's a good thing; who doesn't like Mega Evolution and the RS remakes?
There's nothing that can be done about this. Listening to the fans is what they're going to do. No matter what the facts are, they are going to listen to the fans and give them what they want.
Is this what it's going to come down to? A poll? The most popular female and ship will be made into the best?
