With the reveal of Mega Evolution, it's only natural that XY's strongest trainers utilize it. Steven and Wally in ORAS even have Megas. But what about the other champions? Since they're the strongest trainers in the region, it's only natural that they should have the strongest Pokémon, which means Mega-Evolving. I point out Cynthia in particular because she is very important to Ash and Dawn and the Pokémon series as a whole. Also, her Garchomp could do just that. If Cynthia doesn't get a mega, how does she expect to be better than Diantha or future trainers? Or maybe she doesn't need a mega? Whatever it is, Cynthia is a strong trainer so as long as Cynthia is stronger than mega-evolved opponents that's fine.

It is possible that Cynthia's Garchomp is at the level where it doesn't need a Mega to be at the top. However, so far, it has been shown that Megas are virtually untouched by other Pokémon that are not Megas or Legendary, going by the anime. So it might be possible that even Cynthia's Garchomp would be outclassed by the strongest trainers in their Megas. But who knows?

Why not? Advertising the Megas would result in greater feedback with Cynthia around. Can't be too reserved on this idea like how BW tried to do that and resulted in poor backlash.

She should definitely at least be able to do it sooner or later, even though she probably wouldn't need it most of the times. Frankly, it doesn't even need to be Garchomp, her other pokémon should also be quite powerful, but I guess it would make more sense for her main.

It would be beast if Cynthia did get Mega Garchomp. But if not then maybe they could show Garchomp beating Mega-Evolved Pokémon.

Yeah, I think they'd show her Garchomp beating a Mega-able Pokémon. The reason for this is because a Mega-Garchomp had already been introduced in the anime (Mega-Evolution special (part-1) and it was under the ownership of a rather weak trainer compared to the protagonist of the special. Or, maybe Cynthia can have a Mega-Garchomp just to show people that it too can be strong depending on what trainer it has? We can never really know...
